Allan Revote

Vice Consul, Philippine Consulate General, Hong Kong

Allan Revote is the Vice Consul of the Republic of the Philippines in Hong Kong. He previously was the Assistant Director for Division 1: Counter-terrorism (formerly the Acting Director for Division 2: Transnational Crimes), with rank Foreign Service Officer IV (FSO-IV), in the Office of Civilian Security of the Department of Foreign Affairs (DFA). Cybersecurity and cybercrimes, as it relates to counter-terrorism efforts, are currently part of his portfolio. Atty. Revote started his professional career in the academe as the Academic Assistant of Ambassador Manuel A. J. Teehankee, Permanent Representative of the Philippines to the WTO, in 2013, focusing on International Trade and WTO law research.

In 2016, he entered government service as the Executive Assistant to the Assistant Secretary for Trade Policy and Negotiations, Anna Maria Rosario Diaz-Robeniol, at the Department of Trade and Industry (DTI). He provided technical assistance to the Assistant Secretary in her role as the Senior Economic Official of the Philippines during the country’s ASEAN Chairmanship in 2017 and as lead negotiator to all trade negotiations entered into by the Philippines. Atty. Revote also served an ad hoc role as part of the DTI’s WTO Legal Team. In 2018, he transferred to the Philippine Board of Investments (BOI) as an Attorney. There, Atty. Revote served as part of the Philippine Negotiating Team to the Regional Comprehensive Economic Partnership (RCEP) Agreement chapters on Investments, and Services. He also became the lead resource person to the Philippine Senate and House of Representatives for Retail Trade Policy and Law. In 2020, he assumed as FSO-IV in the DFA. He was initially assigned in the Office of Migrant Workers Affairs wherein he was taken to the frontlines of the Department’s repatriation efforts during height of the COVID-19 Pandemic, particularly shepherding 70 DFA-Funded Chartered Flights from all over the world, from planning with the relevant DFA Post, contract negotiations and coordination with the relevant airline company, to post-repatriation arrangements and payment.

Revote is a lawyer by profession. He took up his Bachelor of Science in Commerce, major in Legal Management degree, at the De La Salle University, and subsequently his Juris Doctor degree, at the Ateneo Law School. He recently authored an article entitled, The Past and Future of Electronic Commerce Agreements: A Practical Approach to the International E-Commerce Negotiating Framework, Inspired by Chilean Treaty Practice, published in the Ateneo Law Journal’s 66th Edition (2022), page 293.
