Lance D. Mangum
Vice President, Government Affairs, FedEx Corp.
Lance D. Mangum is a Corporate Officer and Vice President for Government Affairs at FedEx Corporation. Mangum is responsible for managing the department and strategy that advances the legislative, political, public policy, and diplomatic interests of FedEx in Washington, D.C and across all 50 states. In this role, he also coordinates public policy issues and engagements between FedEx’s Federal, State and Local, International, Regulatory, Legal, Public Affairs, and Communications Departments.
Mangum and his team engage with members of Congress, White House and Administration officials, the diplomatic corps, and industry groups to advance the domestic and international aerospace and aviation, transportation, international trade, customs, e-commerce, labor/workforce, cybersecurity, and corporate tax issues important to FedEx.
Mangum manages FedEx’s relationship with fifty external government affairs consultant firms and several key trade associations, including the Business Roundtable (BRT), the National Association of Manufacturers (NAM), and Airlines for America (A4A). He is a three-time recipient of the FedEx Five-Star Award, the company’s highest employee achievement award, and he has been named a “Top Lobbyist” annually by The Hill Newspaper since 2019. He received the Reginald Gilliam Award for Lifetime Achievement from the Washington Government Relations Group in 2026.
Mangum began his political and public affairs career in North Carolina, advising or working on more than twenty-five political and corporate issue campaigns at the federal, state, and local levels spanning ten states. In 2006, he was recognized for this work and named a “Rising Star of Politics” by Campaigns and Elections magazine.
Currently, he is a member of the National Association of Corporate Directors (NACD) and has achieved NACD Directorship Certification. He serves on the board of directors of the U.S. Congressional Award Foundation, Franklin Center for Global Policy Exchange, Meridian International Center’s Corporate Council (Executive Committee), National Association of Manufacturers Political Action Committee Board of Trustees (NAM-PAC), and the Washington Heads of Office Leadership Council (WHOOLC). He is also a member of the Economic Club of Washington, D.C.
Mangum received his B.A. in Political Science from North Carolina State University and an M.A. in Political Management from George Washington University. A native of Yanceyville, N.C., he resides in Washington, D.C.
